With reference to my telegram 28th
November Harcourt declines probably owing to high rent in the Colony concerning which he made enquiry. Would be glad of your approval to offer him a house allowance 50 dollars per month pending construction of Goverment quarters to be rented to him at a rental not exceeding an equal sum.
